Raipur, February 25, 2025: Chhattisgarh Finance Minister O P Choudhary today presented the third supplementary budget of Rs 19,762 crore 12 lakh 42 thousand 523 for the year 2024-25 in the state assembly. With this the size of the state budget has become Rs 1 lakh 75 thousand 342 crore.

This includes Rs 1 lakh 47 thousand 446 crore passed as the main budget for 2024-25, Rs 7 thousand 329 crore in the first supplementary budget, Rs 805 crore 71 lakh 74 thousand 286 in the second supplementary budget and Rs 19,762 crore 12 lakh 42 thousand 523 in the third supplementary budget.
Finance Minister OP Choudhary, while replying to the discussion on the third supplementary budget, said that the people of Chhattisgarh trust the guarantee of Prime Minister Narendra Modi.
As mentioned in the Modi’s guarantee, just 12 days after the formation of the Vishnu Dev government, it had paid Rs 3716 crore, the bonus amount due for two years, to more than 12 lakh farmers, he said.

Our government has purchased 149 lakh tons of paddy this year at the support price, which is a record in itself. Paddy purchase ended on January 31 and within a week, a lump sum payment of Rs 12 thousand crore was made in the bank accounts of 25 lakh 49 thousand farmers. Making such a huge transaction in the accounts of farmers in the entire country is a history in itself, it is a record, the Finance Minister said.
Choudhary said that the state has received incentives of more than Rs 6,000 crore from the central government through various financial reforms, which is again highest in the country. This is a big step towards maintaining financial balance, increasing capital expenditure and accelerating development plans, he said.
Chhattisgarh Road Development Corporation, Chhattisgarh Housing Board and Chhattisgarh Police Housing Corporation together have a loan of about Rs 3,500 crores, which are taken at high interest rates. In this supplementary budget, provisions have been made for pre-payment of these three loans. This will save interest of more than Rs 50 crores per year, Choudhary said.
To promote industrial activities, provision of additional budget has been made for the establishment of pharmaceutical parks in Rajnandgaon district, Janjgir-Champa district and Nava Raipur Atal Nagar, the Finance Minister said.
A provision of Rs 76 crore has also been made for the establishment of industrial institute, engineering park. A provision of Rs 34 crore has been made for the construction of working women hostels in Raipur, Nava Raipur and Bilaspur.
In the third supplementary budget 2024-25, there are provisions of Rs 3 crore for police training schools, Rs 145 crore for district hospitals, Rs 1278 crore payable to retired pensioners, Rs 320 crore for family pension, Rs 500 crore for police, compensation of loss in food grain procurement to the State Cooperative Marketing Federation Rs 600 crore, minor and minimum irrigation schemes Rs 125 crore, for service and value award Rs 37 crore, construction of anicut/stop dam Rs 15 crore, Rs 1043 crore for Nava Raipur Atal Nagar Development Authority, establishment of new industrial areas Rs 195 crore, community health center Rs 86 crore, Rs 2250 crore for repayment of loan taken for construction work of roads, grant for free electricity supply to agricultural pumps Rs 2200 crore, supply of foodgrain (chana) under Antyodaya Anna Yojana Rs 451 crore.
Subsidy for relief in electricity charges to consumers a provision of Rs 326 crore has been made. For reimbursement of expenses incurred in procurement of food grains to the State Cooperative Marketing Federation Rs 600 crore has been made.
