     Raipur, September 27, 2025: Chhattisgarh High Court today celebrated its Silver Jubilee and speaking on the occasion Governor Ramen Deka commended the judiciary for the speedy resolution of pending cases under the Lok Adalat.

     Commending the judiciary for the speedy resolution of pending cases under the Lok Adalat, Governor Deka said that the role of the judiciary in this democratic system will be meaningful only when justice is available not only to the affluent but also to the poor and the common people in villages.

      It is a matter of great honour and pride for me to address you all on this glorious occasion at the Silver Jubilee Celebrations of the Chhattisgarh High Court. When the state of Chhattisgarh was established on November 1, 2000, a new beginning was made in the field of governance as well as justice. With the birth of this state, this great institution, the Chhattisgarh High Court, Bilaspur, was established. Since then, this Court has stood as the interpreter of the Constitution, protector of civil rights, and guardian of justice, Chief Guest Deka said.

     “We gratefully salute the visionary figures and founders who laid the foundation of this Court. The first Chief Justice, Justice W.A. Shishak, and his successors endowed this newly formed Court with dignity, credibility, and a strong judicial tradition,” Deka said.

     Similarly, the dedication and hard work of advocates, court officials, and staff have kept this institution strong for 25 years, he said.

     During these years, the Court has delivered judgments on many important issues such as constitutional morality, civil liberties, tribal rights, environmental protection, good governance, and social justice. By striking a balance between development and rights, it has ensured that progress never comes at the expense of justice, the Governor said.

     Chief Minister Vishnu Dev Sai, who was the Guest of Honour at the ceremony, said on this occasion that the Chhattisgarh High Court has given a new identity to the city of Bilaspur.

     On this auspicious occasion, he said, they are paying tribute to Bharat Ratna former Prime Minister and founder of the state Atal Bihari Vajpayee, whose vision made the establishment of the state of Chhattisgarh and the Chhattisgarh High Court possible.

     Chief Minister Sai said that with the availability of infrastructure and resources, they are committed to providing timely justice under all circumstances. In this regard, they have increased the budget of the Law and Legislative Department by 25 per cent last year and 29 per cent this year compared to the year 2023-24.

     It is a matter of pride for the entire state that judges of this bench, including Justice A.M. Khanwilkar, Justice Navin Sinha, Justice Ashok Bhushan, Justice Bhupesh Gupta, and Justice Prashant Kumar Mishra have reached the Supreme Court of the country.

     He said that to promote transparency in judicial processes, the Chhattisgarh High Court has promoted digital innovations such as virtual courts and live streaming. Additionally, digital record rooms, Aadhaar-based searches, and new judicial training modules are being adopted. During its glorious 25-year journey, the Chhattisgarh High Court has delivered remarkable judgments that are cited as examples across the country, Sai added.

     The Chief Minister stated that after the establishment of the Chhattisgarh High Court, the inclination towards the legal profession has increased among the youth of the state, providing them with new career opportunities.

     The Chief Minister noted that Prime Minister Narendra Modi abolished the British-era Penal Code and implemented the Indian Judicial Code. During the British era, the Indian Penal Code focused on punishment, but the Indian Judicial Code focuses on justice. Modi’s efforts have included new technological advancements in modern times, including aspects related to forensic science. Recommendations made from time to time to strengthen the judiciary to ensure speedy and easy justice have been effectively implemented under Prime Minister Modi’s leadership over the past decade.

     Supreme Court Justice J.K. Maheshwari said that Chhattisgarh is known as the rice bowl. Where there is righteousness, there is victory. Our true actions and thoughts are our religion. It is time to consider and plan where we want the judiciary to be in the next 25 years. The common man comes to the court with faith, so we should act with that fundamental spirit.

     He encouraged the bench, bar, and lawyers involved in the judicial system to move forward with a vision. He urged everyone to develop an integrated vision so that the judiciary can achieve its ultimate objective of public welfare.

     Justice Maheshwari said that everyone should work to fulfill the spirit of the rule of law enshrined in the Indian Constitution and move forward with the thought that justice should reach the last person. He said that gaining the trust of the common people is the supreme objective of the judiciary.

     Supreme Court Justice Prashant Kumar Mishra, who witnessed the establishment of the High Court, extended his congratulations and best wishes for the Chhattisgarh High Court’s silver jubilee celebrations and shared his memories related to the court.

     Addressing the Silver Jubilee celebration, Union Minister of State Tokhan Sahu said that today is not only a celebration of the judiciary’s 25-year journey, but also a tribute to the judiciary’s strong tradition, which has consistently contributed to the protection of the Constitution and democracy.

     Chief Justice of the Chhattisgarh High Court Justice Ramesh Sinha, delivered the welcome address. He congratulated and wished all the guests and attendees on the occasion of the Court’s Silver Jubilee.

      He stated that the Chhattisgarh High Court’s Silver Jubilee celebration is undoubtedly a proud moment for all. Over the past 25 years, the Court has done excellent work to establish the rule of law. He briefed the gathering on the Court’s achievements and the positive changes in its functioning since its inception.

     The guests inaugurated the programme by lighting a lamp. The High Court judges welcomed and congratulated the Chief Guest Governor Deka, Chief Minister Sai, and Union Minister of State Tokhan Sahu by presenting them with a plant and a memento.

     A souvenir dedicated to the Silver Jubilee celebration was also released at the event.

     At the end of the function, Justice Sanjay K. Agrawal proposed a vote of thanks.

     On this occasion Chief Justice of Madras High Court MM Shrivastava, Chief Justice of Telangana High Court P Sam Koshy, former Chhattisgarh High Court Judge Yatindra Singh, former Governor Ramesh Bais, Deputy Chief Minister Arun Sao, Vijay Sharma, Finance Minister OP Choudhary, Law and Legislative Minister Gajendra Yadav,  Chief Secretary Amitabh Jain, DGP Arundev Gautam, Advocate General Prafulla Bharat, MLAs Dharamlal Kaushik, Amar Agrawal, Chhattisgarh High Court Bar Association President Umakant Singh Chandel, along with other judges, advocates, public representatives and officers associated with the judicial service were present.
