Cabinet Decisions on withdrawal of cases against surrendered naxalites

     Raipur, December 10, 2025: Several important decisions were taken at the Cabinet meeting held today at the residence office of Chief Minister Vishnu Dev Sai at Civil Lines.

     The Cabinet approved the process for the withdrawal of criminal cases registered against surrendered Naxalites.

     The Cabinet approved the formation of a Cabinet Sub-Committee to review and examine cases against surrendered Naxalites that are to be withdrawn from court.

     This committee will present the cases to the Cabinet after examination. This decision is in accordance with the provisions of the Chhattisgarh Naxalite Surrender/Victim Relief Rehabilitation Policy-2025 issued by the Chhattisgarh Government, which provides for the consideration of the withdrawal of cases against surrendered Naxalites based on their good conduct and contribution to the eradication of Naxalism.

     Provision has been made for the formation of a district-level committee to oversee the withdrawal of cases involving surrendered Naxalites.

     This committee will submit a report to the Police Headquarters regarding the withdrawal of criminal cases involving surrendered Naxalites. Police Headquarters will submit a proposal with its opinion. After obtaining the opinion of the Law Department, the government will present the cases to a sub-committee of the Council of Ministers. Cases recommended by the sub-committee will be placed before the Council of Ministers for final approval.

     Necessary permission will be obtained from the Government of India for cases involving central acts or the central government. Other cases will be referred to the District Magistrate for withdrawal through the Public Prosecutor in court.

     The Council of Ministers approved the draft of the Chhattisgarh Jan Vishwas (Chhattisgarh Public Trust) (Amendment of Provisions) (Second) Bill, 2025, to amend 14 Acts to make various state laws timely and citizen-friendly. It is noteworthy that many Acts contain provisions for fines or imprisonment for violations, prolonging the judicial process, unnecessarily impacting both ordinary citizens and businesses. Simplifying these provisions is essential to promote ease of doing business and ease of living.

     Previously, the State Government notified the Chhattisgarh Public Trust (Amendment of Provisions) Act, 2025, amending 163 provisions of eight Acts. Now, this bill will also simplify and make more effective the 116 provisions of 14 Acts across 11 departments.

     This bill provides for administrative penalties for minor violations, which will facilitate speedy resolution of cases, reduce the burden on courts, and provide faster relief to citizens. Furthermore, the long-standing unchanged penalty amounts in many Acts have hindered effective action; this bill will address this shortcoming. These amendments will promote good governance, official sources said.

     It is noteworthy that Chhattisgarh is the first state in the country where the second version of the Public Confidence Bill is being introduced.

      The Council of Ministers meeting approved the Chhattisgarh Appropriation Bill, 2025, for the presentation of the First Supplementary Estimate for the year 2025-2026 in the Legislative Assembly.
