Chief Secretary Vikas Sheel Directs Speed up Infrastructure Development Works in Naxal-Free Areas

     Raipur, May 05, 2026: Chhattisgarh Chief Secretary Vikas Sheel today issued directives to accelerate infrastructure development works, particularly in areas that have been liberated from Naxal influence, with the aim of enhancing the reach of governance and accelerating the pace of development in those regions.

     Additionally, officials from the Forest and Climate Change Department were directed to prioritize the construction of basic amenities within forest areas—such as bridges, culverts, roads, and essential buildings—utilizing funds allocated under the CAMPA scheme.

     The 9th meeting of the Chhattisgarh Compensatory Afforestation Fund Management and Planning Authority (CAMPA) was held today at the State Secretariat, presided over by the Chief Secretary.

     The meeting primarily focused on reviewing the progress of works undertaken during the years 2024-25 and 2025-26, and significant decisions were taken regarding future plans.

      Upcoming Action Plan (2026-27): Forest Department officials informed the meeting that the Annual Action Plan for the year 2026-27, amounting to Rs 713.73 crore, has been approved and forwarded to the Government of India (Ministry of Environment, Forest and Climate Change) for final clearance.

     Key Areas of CAMPA Operations: Officials explained during the meeting that CAMPA funds are being utilized for critical activities, such as undertaking afforestation in both irrigated and non-irrigated areas, and restoring bamboo forests. Silvicultural operations are being carried out to enhance forest density. Furthermore, effective measures are being implemented to improve wildlife habitats and conserve groundwater resources.

     Directives for Time-Bound Implementation: In view of the approaching monsoon season, the Chief Secretary issued strict instructions to expedite and complete all essential ongoing works within forest areas before the onset of the rains. Specific directives were issued to ensure the completion of CAMPA-related afforestation, as well as soil and water conservation works, prior to the commencement of the monsoon.

     The meeting was attended by Additional Chief Secretary Forests and Climate Change Richa Sharma; PCCF V Srinivas Rao; Arun Pandey; Principal Secretary (Agriculture) Shahla Nigar; and Finance Secretary Mukesh Bansal, along with senior officials from the Departments of Revenue, Housing and Environment, and Information Technology.
