Cabinet Decides to Implement Police Commissioner System from January 23

The Cabinet meeting held today at the Secretariat under the chairmanship of Chhattisgarh Chief Minister Vishnu Dev Sai decided to implement the Police Commissioner System in the Raipur Metropolitan Police District from January 23.

     Raipur, December 31, 2025: The Cabinet meeting held today at the Secretariat under the chairmanship of Chhattisgarh Chief Minister Vishnu Dev Sai decided to implement the Police Commissioner System in the Raipur Metropolitan Police District from January 23.

     The Cabinet also approved the permanent creation of a new post of Officer on Special Duty at Pay Matrix Level 14 for a period of one year at the Police Headquarters, Chhattisgarh Nava Raipur Atal Nagar.

     It approved the provision of a State Government guarantee for a loan for the year 2026 to purchase tendu leaves from tendu leaf collector families at the rate of Rs. 5500 per standard bag.

     The Cabinet approved the provision of working capital to the Chhattisgarh State Minor Forest Produce Federation for the purchase, processing, and sale of kodo, kutki, and ragi.

     The Cabinet decided to provide a one-time interest-free loan of Rs 30 crore to the Chhattisgarh State Minor Forest Produce Federation for the procurement, storage, processing, value addition, and marketing of non-nationalized minor forest produce.

     The Cabinet also made a significant decision regarding loans taken by the Chhattisgarh State Self-Employed Cooperative Finance and Development Corporation with the guarantee of the State Government. Under this, the State Government approved the full repayment of loans taken from five national corporations, making a budget provision of Rs 55.69 crore.

     These national corporations are the National Scheduled Caste Finance and Development Corporation, the National Scheduled Tribe Finance and Development Corporation, the Backward Class Finance and Development Corporation, the Minority Finance and Development Corporation, and the Disabled Finance and Development Corporation.

     Currently, the State Government is paying approximately Rs 2.40 crore in interest annually on these loans. Upon full repayment of the loans, this interest expense will be completely eliminated. Additionally, upon receipt of NOCs (No Due Certificates) from national corporations, the pending guarantee obligation of Rs 229.91 crore issued by the government will be extinguished. This decision will reduce the financial burden on the state government and ensure savings from unnecessary future expenditures.

     The Cabinet decided to increase the incentive amount for usna milling from Rs 20 per quintal to Rs 40 per quintal.

     All millers will now be required to complete a minimum of 2 months of milling instead of 3 months to be eligible for the incentive.

     The Council of Ministers decided to amend the Industrial Development Policy 2024-30. This will address discrepancies in publicity, appointment of experts, and issuance of service activity certificates for the successful implementation of the policy. These amendments will enhance the quality of investment in the state, create sustainable employment, and accelerate industrial development.

     The Cabinet has taken an important decision to provide a 50 per cent lifetime road tax rebate on vehicles sold during the 9th Auto Expo, being held from January 20th to February 5th at the Science College Ground in Raipur. This rebate will be applicable at the time of registration after the sale of the vehicle at the expo, providing a one-time relief of 50 per cent in motor vehicle tax. Vehicle dealers across the state have been directed to benefit from this.

     The Cabinet has taken an important decision to reduce the stamp duty payable on bank guarantees given by rice millers for activities related to procurement and transportation of paddy for custom milling in the state from 0.25 per cent to 0.05 per cent.
