Raipur, January 20, 2024: Two day workshop cum training programme of the newly elected MLAs of Chhattisgarh Assembly was today inaugurated by Lok Sabha Speaker Om Birla.
Speaker Birla asked the MLAs to not only read the previous proceedings but also spent time in the house to improve their thought process.
He also stressed for mannered behaviours of the law makers saying since the houses are the mandir of Constitution; the members should be courteous and behave in a proper manner.
Later talking to media Birla stressed for introduction of technology and other methods for smooth conduct of proceedings and related matters.
We wanted to put proceedings of all assemblies and parliament in one platform as digitisation will make things easier, he said adding all proceedings of Parliament have been digitised and many assemblies have done remarkably well in that aspect.
The Lok Sabha speaker also praised Chhattisgarh Assembly saying automatic suspension for entering well is a good practice of Chhattisgarh that should be followed by others.
Birla also favoured detailed discussion in the house on various issues saying it was essential for a functional democracy and all are allowed to put their points in a proper manner in the house.
To a question he said, if all wings, legislature, judiciary and executive works properly, conflict among them could be avoided.
Vice President of India Jagdeep Dhankhar said there should be harmonious relations between the opposition and the ruling members for a healthy democracy
Fundamental rights are very essential and without that democracy cannot run, the Vice President said.
Chief Minister Vishnu Dev Sai said out of the 90 members, 50 are first timer MLAs and also the house is a young one.
The training programme is also like a revision, CM Sai said.
Uttar Pradesh Assembly Speaker Satish Mahana briefed the MLAs about the call attention motion, Adjournment motion and other public related topics.
Assembly Secretary Dinesh Sharma briefed the meeting about the details of the training programme.
