Raipur, May 06, 2026: Formation of the State Capital Region (SCR) in Chhattisgarh has been approved aimed at accelerating planned urbanization and balanced regional development within the state.
The State Government believes that this initiative will play a pivotal role in ensuring the planned development of the capital region while simultaneously establishing Chhattisgarh as a premier economic and industrial hub in Central India.
This region is set to be developed by integrating Raipur, Durg-Bhilai, and Nava Raipur Atal Nagar. With the passing of the bill by the Legislative Assembly, this ambitious project has gained formal momentum.
Integrated Development Based on a National Model: The development of the State Capital Region will be modeled after the country’s leading urban development frameworks—specifically, the National Capital Region (NCR), the Mumbai Metropolitan Region Development Authority (MMRDA), and the Hyderabad Metropolitan Development Authority (HMDA).
Under this model, planned development will be undertaken at a regional level by integrating various cities. This approach aims to ensure the balanced expansion of infrastructure, housing, transportation, and economic activities, while simultaneously enabling the optimal utilization of resources.
Development Gains New Momentum Through the Chief Minister’s Initiative: Conceived at the initiative of Chief Minister Vishnu Dev Sai and formulated under the guidance of Finance Minister O P Choudhary, this scheme aims to streamline rapid urbanization and provide citizens with modern, high-quality amenities. The government’s primary focus is on creating an urban ecosystem that offers superior housing, high-standard education, and healthcare services, while simultaneously fostering industry and trade, and driving development forward in a manner that preserves environmental balance.
Comprehensive Preparations for a Population of 5 Million by 2031: It is estimated that by the year 2031, the population of the State Capital Region will exceed 5 million. Keeping this projected growth in mind, the government is currently formulating long-term plans.
These plans encompass the development of a modern transportation system, the expansion of roads and connectivity networks, the strengthening of water, electricity, and sanitation services, and the extension of smart urban amenities.
Budgetary provisions have also been allocated for a survey regarding the proposed Metro Rail project connecting Raipur to Durg, with the objective of ensuring rapid, safe, and convenient commuting within the region.
Capital Region Development Authority to Ensure Coordinated Operations: The Capital Region Development Authority has been constituted to facilitate the effective development and management of the State Capital Region; it will serve as the central regulatory and coordinating body for this entire area.
The Authority will shoulder the responsibility of formulating long-term development plans, implementing infrastructure projects, attracting investment, and establishing coordination among various government departments and agencies.
The Chief Minister will serve as its Chairperson, while ministers from various departments, the Chief Secretary, and senior officials will serve as its members. Additionally, an Executive Committee has been constituted to oversee the effective implementation of these plans.
Development Strengthened by a Legal Framework: To provide a statutory basis for this ambitious project, the Chhattisgarh Capital Region Development Authority Act, 2025 has been enacted.
This Act clearly defines the Authority’s structure, powers, operational procedures, and financial jurisdiction, thereby ensuring transparency, accountability, and efficiency in development activities.
Robust Arrangement for Financial Resources: The State Government has made provisions for the establishment of a ‘Capital Region Development Fund’ and a ‘Revolving Fund’ specifically for this project. Furthermore, the Authority has been empowered to levy special cesses, mobilize financial resources for projects, and formulate its own annual budget. This ensures the continuous availability of the financial resources necessary for development initiatives.
Boost to Investment, Industry, and Employment: The development of the State Capital Region is expected to enhance investment prospects within Chhattisgarh and foster a conducive environment for industrial growth. Consequently, new industries will be established, the service sector will expand, and employment opportunities will be generated on a large scale for the youth. In the future, this region has the potential to emerge as the state’s premier economic hub.
Key Decisions Taken in the Inaugural Meeting: The inaugural meeting of the Chhattisgarh Capital Region Development Authority (SCR) was held at the Legislative Assembly on March 11, 2026, during which deliberations were held on several critical issues pertaining to the development of the Capital Region. The meeting included discussions on the development of regional mobility and logistics, a techno-economic feasibility study for metro operations, the conduct of survey works, and the appointment of expert consultants.
Additionally, consensus was reached on proposals regarding the delegation of the Authority’s administrative and financial powers, the appointment of Chartered Accountants for audit services, and the engagement of experts for the Planning Division.
During the meeting, a detailed discussion was also held regarding the action plan for formulating the Capital Region Development and Investment Plan.
Under this framework, strategies will be devised for identifying investment zones, conducting necessary surveys, research, and studies, as well as for the phased implementation of projects. Furthermore, a consensus was reached on issuing necessary directives to streamline the land development and allocation processes. The meeting also included a briefing on the provision of Rs 27 crore allocated for the Authority’s preliminary activities.
A Historic Initiative Towards Holistic Development: The state capital, Raipur, and its surrounding areas are rapidly evolving into a major urban agglomeration. Consequently, there has been a felt need for their balanced and planned development, modeled after major metropolitan areas. The concept of the ‘State Capital Region’ is the direct outcome of this necessity; in the future, it is poised to become a primary growth engine for the development of Chhattisgarh.
