Raipur, October 28, 2025: The Election Commission of India has announced the dates for the Special Intensive Revision (SIR) of voter lists in 12 states, including Chhattisgarh.
In this regard, Chhattisgarh Chief Electoral Officer Yashwant Kumar today held an important meeting with all recognized political parties at the CEO’s office to inform them of the revision programme dates and other necessary information.
CEO Yashwant Kumar also informed the political parties about important dates related to the entire SIR like:
Printing/training work will run from October 28, 2025, to November 3, 2025.
The door-to-door enumeration phase (door-to-door verification) will continue from November 4, 2025, to December 4, 2025.
Publication of the draft voter list: 09.12.2025
Claims and objections period: 09.12.2025 to 08.01.2026.
Notice phase (hearing and verification): 09.12.2025 to 31.01.2026.
Final publication of the voter list: 07.02.2026
Officials from the state’s major political parties, including the Bahujan Samaj Party (BSP), Bharatiya Janata Party (BJP), Communist Party of India (Marxist) (CPI-M), Indian National Congress (INC), Aam Aadmi Party (AAP), National People’s Party (NPP), etc., were present at this meeting, which was held to ensure that the voter list is error-free and transparent.

On this occasion, CEO Yashwant Kumar urged political parties to extend full cooperation to the Election Commission staff through their Booth Level Agents (BLAs) during the revision, so that the names of eligible citizens who were left out can be added to the list and the names of deceased or transferred voters can be removed.
Official sources said that each polling station has approximately 1,000 voters. There is a Booth Level Officer (BLO) for each polling station. Each Assembly constituency has several polling stations. There is an Electoral Registration Officer (ERO) for each Assembly constituency. The ERO is a Sub-Divisional Magistrate (SDM) level officer who, as per the law: prepares the draft voter list; receives and decides on claims and objections; and prepares and publishes the final voter list.
There is an Assistant Electoral Registration Officer (AERO) for each tehsil. The District Magistrate hears the first appeal against the ERO’s decision. The Chief Electoral Officer of the State/Union Territory hears the second appeal against the decision of the District Election Officer (DEO).
Booth Level Officers (BLOs) will collect Form 6 and declaration forms for inclusion of new voters and assist in matching/linking (linking with Aadhaar). They will assist voters in filling out the Electoral Form, collect it, and submit it to the ERO/AERO.
They will visit each voter’s home at least three times. Voters, especially urban voters/ temporary migrants, can also fill out the EF online. BLOs will also identify deceased, permanently relocated, and voters registered at more than one location.
The Election Officer stated that apart from the EF, no other documents need to be collected along with the EF during the counting phase.
The ERO/AERO must ensure that no eligible citizen is left out and no ineligible person is included. The District Magistrate (DM) will hear the first appeal against the ERO’s decision. The Chief Electoral Officer will hear the second appeal against the DM’s decision.
Key Steps of SIR: Pre-Counting Phase
BLOs, EROs, and DEOs will be trained on SIRs. Manual matching/linking with the final SIR will be done by BLOs. Computer matching/linking with the final SIR will be done by ECINET.
Participation of Political Parties
The CEO, DEO, and ERO will meet with all recognized parties and explain the SIR process in detail. Training of Booth Level Agents (BLAs) appointed by all recognized political parties will be conducted. BLAs can also collect duly filled EFs from voters. Up to 50 EFs can be certified daily and submitted to the BLO.
Enumeration Phase
Printing, distribution, matching/linking, and collection of duly filled enumeration forms. Rationalization of polling stations with a maximum limit of 1,200 voters.
Publication of Draft Electoral Roll
The draft roll will include all voters whose enumeration forms have been received. The list of absentee/shifted/dead/duplicate names not included in the draft roll will be posted on the CEO website/public offices.
Issuance of notices and decision by the ERO/AERO.
Notices will be issued to voters who could not be matched/linked with the final SIR. Verification of token documents to ensure their eligibility as voters.
Hearings to ascertain their whereabouts before the final SIR.
Receiving and deciding on claims and objections by the ERO/AERO.
Any voter or BLA of recognized political parties can file a claim or objection.
