     Raipur, September 19, 2016: Chhattisgarh administration today said FIR has been registered against four police men, including the Station House Officer of the Mulmula police station, for the custodial death of dalit Satish Kumar Narange on Saturday last in Janjgir-Champa district.

     FIR has been lodged against Sub Inspector Jitendra Singh Rajput, Constables Sunil Dhurav and Dilharan Miri and Home guard Rajesh Kumar of Mulmula police station on the basis of available information on the matter, Principal Secretary Home BVR Subrahmanyam and Director General of Police A N Upadhyaya told a hurriedly called press briefing at the Mantralaya.

     The dalit youth was allegedly killed in police custody in Janjgir-Champa district for demanding restoration of electricity in his locality on Saturday last, and after Congress made that an issue and in protest called for a Janjgir-Champa district bandh and burnt effigy of the government at various places, as a part of the damage control exercise the administration hurriedly called the press conference today.

     After a case, under section 302/34, has been registered against them for the alleged custodial death all the four policemen, including the Sub Inspector, have been placed under suspension, the Principal Secretary Home said

     Since the deceased was a dalit, sections under Scheduled caste atrocities Act has also been clamped against the four policemen, Subrahmanyam said.

     A Judicial commission was also appointed to probe the incident, he said adding Justice Inder Singh Uboweja, a retired High Court judge, would probe the matter and in three months time he would submit his report.

     “The deceased family will also be given an additional compensation of Rs 5 lakh as announced by the Chief Minister besides Rs 1 lakh aid, which was announced earlier,” Subrahmanyam said adding the family has already been provided Rs 25,000 as immediate help.

     To sustain her family, wife of the deceased, Usha would be provided a government job and the state government would bear the expenses of the study of his both children and also they would be put in hostel with government expenses, they said.

     The state government has also transferred all the employees of Nariyara Electricity Sub Station since the dalit youth was allegedly beaten in the electricity office also, he said.

     To ascertain the cause of death, Pamgarh first class judicial magistrate Satish Xaxa would conduct a probe under the Section 176 (1) of the CRPC, DGP Upadhyaya also said.
