Raipur, September 30, 2025: Vikas Sheel, a 94-batch IAS officer of the Indian Administrative Service, assumed charge as Chief Secretary today at the Mantralaya, Mahanadi Bhawan.
Vikas Sheel has been appointed the 13th Chief Secretary of Chhattisgarh, which was carved out from Madhya Pradesh on November 1, 2000.
Prior to this, he held the position of Executive Director at the Asian Development Bank (ADB), Manila.
Chief Minister Vishnu Dev Sai appointed Vikas Sheel as the new Chief Secretary following the retirement of Amitabh Jain.

Vikas Sheel was allocated the Madhya Pradesh cadre upon his IAS service. Following the division of Madhya Pradesh in November 2000, he was assigned the Chhattisgarh cadre.
He has served as the Collector of Korea, Bilaspur, and Raipur districts. He held the positions of Secretary of the School Education, Food and Civil Supplies, General Administration, and Health departments.
He has also served as the Collector of the capital, Raipur, from April 2007 to April 2008.
Since 2018, he has been on central deputation to the Government of India.
He served as Mission Director of the Jal Jeevan Mission in the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Department of Health, Government of India.

Vikas Sheel was born on June 10, 1969. He holds a BE in Electrical Engineering and an ME in Electrical Engineering. He holds a Master’s and Executive Master’s degrees in Public Administration and a Certificate of Advanced Study in Healthcare Management and Policy from Syracuse University, USA.
