Raipur, October 5, 2025: Chhattisgarh Chief Minister Vishnu Dev Sai addressing the Chhattisgarh Mining Conclave 2025 held in Naya Raipur today, said that recent discoveries have further strengthened the state in the field of critical and rare minerals.
The Chief Minister stated that Chhattisgarh is a state rich in natural resources. Precious minerals such as iron ore, coal, bauxite, gold, diamond, and copper are available in abundance. Recent discoveries have further strengthened the state in the field of critical and rare minerals.
In the Chief Minister’s presence, important MoUs were signed between ISM Dhanbad and the Chhattisgarh Directorate of Geology and Mining, and between Coal India and the Chhattisgarh Mineral Development Corporation. NITs were also issued for five mining blocks, and preferred bidder orders were awarded for nine mines.

Sai also launched Mineral Online 2.0, the DMF portal, and the reverse auction portal for online auction of sand mines.
He stated that judicious use of minerals and balanced development of industries are essential for the country’s progress. Given the immense potential for mining and new industries in Chhattisgarh, a transparent mining policy, e-auction, and digital monitoring system have given this sector a new direction.
The Chief Minister stated that this year, a contribution of ₹1,673 crore was received from the DMF, with which 9,362 development works were approved. The state has received a record revenue of ₹14,195 crore in 2024-25.

He stated that it is a matter of pride that Chhattisgarh is the first state in the country to auction lithium blocks. So far, auctions for 60 mineral blocks have been completed, and tenders for five new blocks have been issued today.
This transparent process will prove to be a milestone in the state’s economic development, he added.
Sai stated that the District Mineral Fund Rules 2025 have been implemented under the Pradhan Mantri Khanij Kshetra Kalyan Yojana. The DMF Portal 2.0 has strengthened the monitoring and management process, for which Chhattisgarh has been honoured by the Government of India.
He stated that the new Sand Policy 2025 has increased transparency, and more than 200 sand mines will soon be e-auctioned. Modern technologies are being used for sustainable mining.

The Chief Minister stated that an MoU was signed today between the Mining Corporation and Coal India Limited for critical minerals. MoUs have also been signed with IIT Roorkee and ISM Dhanbad to promote investment in the clean energy sector.
Sai stated that through scientific and sustainable mining, Chhattisgarh is writing a new story of development and transparency. Chhattisgarh will undoubtedly play a leading role in realizing Prime Minister Narendra Modi’s vision of a developed India.

Chairman of Chhattisgarh Mineral Development Corporation Saurabh Singh said that under the leadership of Chief Minister Sai, the state government is doing remarkable and innovative work in the mining sector. Mining has increased both revenue and employment, and the government is developing skilled human resources by providing technical training to the youth.
He said that the state has now begun producing two new materials from tin sludge. Work is also underway on critical ore recycling and e-waste management.

Singh said that 28 types of minerals are mined in the state, the main ones being tin, bauxite, coal, limestone and iron ore.
Chief Secretary Vikas Sheel said that re-organizing the Mining Conclave after nine years is commendable. He said that incorporating stakeholder suggestions into policymaking and strengthening ease of doing business is the government’s priority. The mineral sector will play a key role in realizing Prime Minister Narendra Modi’s vision of a developed India 2047 and Chief Minister Vishnu Dev Sai’s vision of a developed Chhattisgarh.
The Chief Secretary highlighted transparency, technology utilization, water conservation, renewable energy, solar energy, and e-waste recycling as the future. He praised the state’s new industrial policy, saying it would create a large number of jobs.

Addressing the Chhattisgarh Mining Conclave, Secretary Mines P Dayanand provided detailed information on mineral availability in the state, transparent auction systems, the use of innovative technologies in mining, and the department’s achievements and activities. Director of Geology and Mineral Resources, Rajat Bansal, also shared his views.
At the Chhattisgarh Mining Conclave 2025, Chief Minister Sai launched the DMF Portal 2.0 to further strengthen the Mineral Fund’s utilization in affected areas, efficient management, transparency, good governance, effective operation, and monitoring.
This portal is in accordance with the guidelines of the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) and incorporates amendments made to the Chhattisgarh District Mineral Foundation Trust Rules, 2015 (Revised 2025).
Chief Minister launches Mineral Online Portal 2.0

Chief Minister launches reverse auction portal for sand mines developed by MSTC
Realizing the concept of ease of doing business, the state government has signed an MoU with MSTC, a public sector undertaking of the Government of India, for transparent and fair auction of sand mines.

Sai today launched the reverse auction portal developed by MSTC. This initiative will expedite the allocation of sand mines and ensure adequate availability of sand to beneficiaries of the Pradhan Mantri Awas Yojana (Prime Minister’s Housing Scheme). It will also ensure uninterrupted supply of sand for government and private infrastructure projects in the state. Furthermore, royalties and taxes worth crores of rupees will significantly increase the state’s revenue.
On the lines of major minerals, proper and scientific mining is being encouraged in minor mineral mines in the state under the star rating system. 43 mines that performed well in environmental management, pollution control, and safety standards were honoured with Star Awards.
The Chief Minister honoured the mine operators with certificates and congratulated them for this achievement. Three mines received 5-star awards, 32 received 4-star awards, and eight received 3-star awards.
Chief Minister’s Secretary Rahul Bhagat, SECL Bilaspur Chief General Manager Harish Duhan, and representatives from the mineral and industry sectors were present on the occasion.
