Raipur, April 29, 2026: In a significant reformative initiative, the Chhattisgarh Public Relations Department has developed a technology-based Android app monitoring system, the “Prachar App”, to ensure the real-time monitoring of hoardings and similar outdoor media assets.
Through this system, it has been made mandatory for field installers to upload geo-tagged and time-stamped photographs on a daily basis.
Outdoor media has established itself as an extremely effective medium for the publicity and dissemination of the Chhattisgarh government’s schemes, programmes, and new initiatives. This encompasses hoardings, unipoles, branding displays, digital wall paintings, and LED van campaigns.
Its impact is particularly pronounced in high-traffic locations such as airports, railway stations, bus terminals, bus stops, and major arterial roads.
Effective monitoring has historically posed a significant challenge within the outdoor media sector. In numerous instances, complaints have surfaced alleging that vendors either delayed the installation of government advertisements or—due to a lack of oversight—prematurely removed them to replace them with commercial advertisements.
To address this issue, the Public Relations Department has undertaken a key reformative measure by developing the technology-based monitoring system known as the “Prachar App.”
This system operates in three distinct phases. In the first phase, the Department plans the publicity campaign, selects the agencies included in its approved panel along with their respective assets, and allocates the campaign tasks. In the second phase, the vendors review the campaign requirements, formulate an implementation strategy, and hand over the assets to the field installers. In the third phase, the field installers physically install the creative content at the designated locations at the ground level.
To ensure real-time monitoring, a dedicated Android application ‘Prachar APP’ has been developed for the field installers. Through this app, it has been made mandatory for installers to upload geo-tagged and time-stamped photographs at three specific stages: prior to installation, immediately after installation, and at least once daily throughout the duration of the campaign. These images are first reviewed by the vendor agency and are subsequently forwarded to the Online Department.
This end-to-end system ensures transparency and provides the Department with near real-time information regarding all active campaigns. This enables the individual tracking of every outdoor asset and facilitates prompt corrective action whenever necessary.
In this context, Commissioner Public Relations Rajat Bansal organized a workshop on Tuesday with all the agencies empanelled with the Department. He placed special emphasis on adopting a technology-based “Prachar App” solution for the effective monitoring of outdoor media.
This new system has been implemented for hoardings and unipoles effective April 1, 2026, and will soon be expanded to cover other formats such as LED screens, branding installations, and digital wall paintings.
Similarly, numerous complaints had been received regarding printing services; consequently, the tender process for the same has been cancelled. A new printing policy will be implemented as soon as possible. To this end, the printing policies of various states are currently being studied to formulate a superior and transparent policy.
