Durg Janpad CEO Rupesh Kumar Pandey Suspended for Misconduct

On the direction of Chhattisgarh Chief Minister Vishnu Dev Sai the Chief Executive Officer (CEO) of Janpad Panchayat Durg Rupesh Kumar Pandey has been suspended with immediate effect.

     Raipur, June 1, 2026: On the direction of Chhattisgarh Chief Minister Vishnu Dev Sai the Chief Executive Officer (CEO) of Janpad Panchayat Durg Rupesh Kumar Pandey has been suspended with immediate effect.

    The suspension follows allegations of rude behavior towards the general public and negligence in the discharge of duties during a public grievance redressal camp organized under the ‘Good Governance Festival’ (Sushasan Tihar) 2026 initiative.

     In compliance with Chief Minister Sai’s instructions, the Commissioner of Durg Division has issued the suspension order for Rupesh Kumar Pandey, CEO of Janpad Panchayat, Durg, effective immediately.

     The suspension order issued by the Divisional Commissioner of Durg notes that, based on a proposal received from the Collector of Durg and a review of video clips depicting Pandey’s discourteous behavior towards the public during a grievance redressal camp held in the village of Thanoud, it has become prima facie evident that he displayed negligence and incivility while discharging his duties during the government-organized ‘Sushasan Tihar’ and the associated camp.

     Officials stated today that such conduct is in contravention of the Chhattisgarh Civil Services (Conduct) Rules. In this regard, a show-cause notice was issued to Pandey by the Divisional Commissioner of Durg. However, the explanation submitted by him was not found to be satisfactory.

      Under Rule 3 of the Chhattisgarh Civil Services (Conduct) Rules 1965, every government servant is required to maintain absolute integrity and devotion to duty at all times, and must refrain from engaging in any act that is unbecoming of a government servant. Furthermore, according to Clause (a) of Rule 3-A, no government servant shall act with discourtesy in the discharge of their official duties.

     In a democratic system, the administrative machinery is accountable to the common citizens; therefore, courteous behavior towards the public on the part of every public servant is considered a fundamental component of the code of conduct.

      Accordingly, Rupesh Kumar Pandey has been suspended with immediate effect on charges of negligence in the discharge of duties and misconduct, the officials said.

     During the period of suspension, he shall be entitled to a subsistence allowance in accordance with the applicable rules. This order shall come into force with immediate effect.
